| In 1999, CPCC established a program to permit media otherwise
subject to private copying royalties to be purchased "zero-rated"
or royalty free. The program is available to a range of groups,
such as educational institutions. Buyers are required
to be certified in advance by CPCC and purchase from a CPCC-authorized
seller. |

| Educational institutions, broadcasters, law enforcement agencies,
advertising agencies, the music, film and video industries,
courts, tribunals and court reporters, religious organizations,
telemarketing firms, software companies, duplication facilities,
medical institutions, technology companies, conference and
training companies, governments, and other firms duplicating
audio and data for business use - these, and others too, can
enjoy access to zero-rated media. |

| The program includes MiniDiscs,
CD-R Audio, CD-RW Audio, CD-R and CD-RW. |

Application
Before being allowed to purchase media royalty free,
buyers are required to complete an online application,
and agree to be subject to an ongoing contractual
relationship with CPCC.
Legislatively exempt organizations (societies, associations,
or corporations that represent the perceptually disabled)
are encouraged to contact CPCC directly to obtain a
zero-rating certificate number. It is not necessary
for such organizations to complete an online application.
Restrictions on use
Registered buyers are required to guarantee that
no media purchased under the program will be acquired
for personal use or be sold, rented or otherwise
disposed of blank to any third party. They are also
required not to use zero-rated media for any unauthorized
copying of music.
Certificate numbers to validate sales
CPCC issues a certificate number to each registered
buyer, to be used each time media is acquired
royalty free.
Administrative Fee
The administrative fee is designed to cover the cost of administering the zero-rating
program. The fee for commercial buyers is $60, and $15 for non-commercial buyers.
Please note, legislatively exempt buyers are not charged any fee.
Annual reporting
All registered buyers are required to report
annually to CPCC the quantities and source(s) of any
media bought under the program. |

| Buyers can only purchase zero-rated media from
manufacturers, importers and distributors that have been certified
by CPCC.
It is not possible to buy zero-rated media through retail
stores. Check our list
of distributors that have been certified to sell media
royalty free, which will be updated as new distributors become
certified. |
