To give integrity to the private copying regime, the Copyright Act creates penalties for evasion. Manufacturers and importers who fail to meet their legal obligations under Part VIII can be called to account. Those who fail to pay can be taken to court and ordered to do so - and where a court deems it fit, that amount can be increased by as much as a factor of five. Failure to abide by any such order would then constitute contempt of court. And this is in addition to any other remedies available at law. For instance, an evader could be required to assume responsibility for the collecting body's legal costs.
